That’s probably because most players run the elite specs, so we don’t have much experience with the core specs in the current meta. Elite specs are definitely an advantage over core, but by how much is a bit harder to quantify. Only real way for you to know is to reinstall and give it a try.
Btw, even though you missed the 50% sale, you should be able to find 3rd party retailers selling HoT at a discount from time to time.

The elite specs are strong and the expac is worth it, but you can run vanilla builds. if your good in WvW, have the common sense and knowledge to relay messages and work with your team, that generally is more important. The only real time you may find yourself having more difficulties is when you are roaming and fighting things like scrappers, berserkers and daredevils.
GW2 has done a great job controlling for power creep so your gear is likely still fine as long as you are using exotic gear and grab some ascended trinkets both of which quite easy to acquire. Your pve gear still does not matter with pvp as you simply select an amulet for your stats when you enter the pvp arena.
The one instance where GW2 has not managed power creep in the players interests has been to tie the elite specs to the HoT expansion. Obviously this was done to encourage players to buy the expansion but it puts all those without the expansion at a disadvantage. You can still master any pve content without HoT but those players with elite specs definitely have a noticeable advantage over those without elite specs in player versus player game modes.
You could still have a lot of fun in wvw, you just might want to stick with a party/squad/zerg where you can get and give support to one another. I take my druid into wvw periodically and I usually end up playing in exactly the same way as I did before elite specs, using just my ranger skills/utilities.
