Q:
Returning after a long "vacation."
Kind of depends where you left off.
However, if you’re buying HoT, I’d start with that. If not, check out Dry Top and the Silverwastes.
If you’ve been gone for several years a lot of things will have changed and others you won’t remember.
So I’d recommend making a new character (keep the ones you’ve got but make another one) to play through at least the first 10-20 levels to familiarise yourself with the game.
Two things they’ve added will help with this. Firstly each time you level up you’ll get a pop-up with some items and some info about different aspects of the game. Secondly there’s a little arrow in the top right corner of your screen which will point you towards different things to do. You can ignore it at any time (or turn it off completely in the options menu) but it can be useful if you’re ever not sure what there is around you to do.

My friends and I were in a similar situation a couple months ago. You’ll see there has been a lot of changes and a bit overwhelming. I spent a lot of time getting caught up on youtube (events) and the wiki. There were a lot of times thinking " Wait, didn’t we have to…" or “Wasn’t this the way?” situations where I had to go to the wiki to make sure if something had changed or not.
I would recommend HoT as it adds important maps and gliding. Also access to Living Story 3. Not to mention an 80-level character boost. Though you may want to play a while before you know you’re getting back into it. If you are truly getting back into it, HoT is worth it.
Otherwise, at least there is a lot to do, so you won’t be bored finding stuff to do.
Edit: also a new map is coming soon for the Living Story 3. So you’re right in time for that.

Yay for returning players! I agree with the whole “make a new character” thing, yadda yadda yadda Etc., but by the same token, WvW has changed quite a bit too — and for the better, in my opinion. Be sure to check it out, as I think it’s definitely worth getting into at least casually.
