If you take away speed boons, are all classes and races the same as far as walking/running speed? I find that I am always slower then most people. Maybe it’s the gear?

Yes. Every character had the same base running speed.

Almost everyone struggles to keep up because everyone is striving to go as fast as possible.
Base speed doesn’t come into it at all. It’s a matter of which utilities/skill you have to squeeze a little bit more speed and trying not to miss any of the speed buffs that some classes drop for you.

Speed boons come in many forms. Some use upgrades in their armor (rune sets) and some use profession-specific boosts that generally appear in the form of signets, and then some have traits that give them speed with no visible clue at all. (elementalists in air)

It could just be a matter of perception. If you rolled a huge norn or charr, you might feel like you’re running slow. Try an asura and see if that feels better.

Keep in mind that the animations of each race tend to fool your senses on this matter because of the size differences of the characters.

A very short Asura appears to be zooming around while the largest Norn appears to be plodding forward and the Charr 4 legged gallop is just difficult to judge the speed. In fact they are all moving the same speed (under the identical conditions).
