Yes, the shared slot is yours to use after you consume the level 80 boost.

Was that a change they made? It was always locked into that slot until consumed as far as I know.

That was definitely the case early on. I actually tried to remove it (or otherwise delete/lose/break it) because I was convinced we were going to have the same problems as with the Heroic Edition items where new players assumed every character would get a duplicate of the items and kept deleting the character that had them.
But I couldn’t find any way to get it out of the slot except using it, and the number of warning screens you had to go through made it pretty unlikely you’d use it by accident.
Maybe they’ve eased up on the security now though? And/or found a way to re-issue it if you do put it in your bag and then delete the character.

The help page indicates that is still locked to the shared slot until consumed.

Can I save the boost in my bank to use later?
No. To prevent accidental deletion or loss, the boost is bound to the free shared inventory slot that it comes with. It must be consumed to free up the bonus shared inventory space.

Having the boost bound to the shared slot until consumption is actually a wise choice, but in point with the question: when you use the boost, that slot becomes a free shared slot. It is permanent, and will not ever disappear.
