My achievement “Shiverpeak Explorer” says I have completed it 168/172, but I’ve unlocked the 100% completed chests in all the zones that make up Shiverpeak, so what am I missing?

have you done all the jumping puzzles in the areas? they often count towards the explorer ones

Ah no, I haven’t done all of those yet, that’s probably what I need to do, thanks!

You get 100% of the Shiverpeaks maps by finding all WP’s, PoI’s, Vistas, and doing the Hearts and skill points. On top of this, there are areas on the maps that contain none of the above, and count towards the Shiverpeaks explorer achievement. Basically, you have to explore every subzone in all the Shiverpeaks maps to get the achievement. Look at the 6 lists here, and compare your maps with the subzones lists.

I did compare the maps. I have 100% map completion (and the achievement). I was at 169/172. I did Griffonrook and found I didn’t have Tail of the Serpent in Timberline Falls. I am still missing one, 171/172.
