Shortbow on Thief or Ranger
First off – why not just sell it and then buy a weapon you can use on your character?
Second – why are you crafting a legendary you can’t use?
Thirdly – Ranger uses short bow more than thief.
Thirdly – Thief shortbow is used A LOT. In fact it’s their only ranged AoE weapon, and their best AoE weapon. I know ranger uses shortbow a lot too, but it’s basically the best weapon in WvW and most dungeons for thief, when the ranger also has longbow and axe at his disposal for range. Thieves have a pistol, which is good mainly for midrange single-target fights.
I haven’t pulled out a dagger mainhand and used it for fighting in a long time. P/D is better for DPS than backstab, and twice as survivable.
Other than that, I would echo what moirweyn said.
I can’t speak to ranger as I don’t have one, but I wouldn’t dream of going anywhere on my thief without a Short Bow. It is their only access to 1200 range, and the best tool for AoE tagging / event farming. Short bow on the thief gives AoE + condition damage + mobility…. it’s just really that handy. I swap to DD for some specific types of encounter, but 80% of my time on the thief is spent with SB.

I play a shortbow Ranger (almost level 80!) and I like it very much. I run a condition damage build, and do pretty well. Unfortunately for me, I hate the look of the legendary SB… We have opposite problems. Also, legendaries are an obscene amount of work – are you sure you want to go through all of that? If you want one, I would suggest picking the one that you know you like to use.
