Q:

How does this thing work?

Let say you use a AOE skills, does the sigil of air porc? If it porc, does it select a target randomly?

A:

If you AoE, each target you hit may proc the sigil, but after you hit 1 it will enter in cooldown, so yes it procs but only 1 of the targets at the same time.
