So I was looking through some builds, and I noticed some people talking about sigil of blood. How does a player get a sigil of blood? I could not find a recipe for it through google.

You buy it from the TP.

There are plenty of sigils in the game that you can only get at random from exotic gear drops or Mystic Forge.
