Why does my F1 key keep changing skills randomly at times.

It’s usually just Steal, but sometimes it changes to better skills randomly, just confused..

Because you are a thief. You get a one shot skill from your target.

I steal their skill, I thought I stole their items LOL.

You don’t really steal their skill, it generates an item you can use based on who you stole from. None of their skills are disabled and you may get skills they don’t have. For example, if you steal from a mesmer you can get Ectoplasm, which gives you all boons for a short amount of time, while if you steal from a necromancer you can get a skull which creates an area fear.
