Still there are many variables. Many powerfull skills have a prolonged AoE effect. e.g.:

This skill is doing very good damage, but if a moving foes moves out of your circle it is a lot less.

Maybe try explaining what the reason is for your question?

Sheesh, give him a reply already. Thief. There I said it. It’s only my opinion but I’d say they have the less “external-dependant” burst on a single target.

There are so many variables, even with “single target”being stated. I think it would probably be a toss up between Thief, Ranger and Warrior.

Well, single target burst damage could also be a mesmer.

Thief, using the infamous cloak & dagger + steal + backstab combo. With right buffs (consumables etc), runes, sigils (e.g. sup. sigil of air) + runes (e.g. scholar runes) + ascended/exotic gear you can inflict over 20k damage in 1.5 seconds on a medium armor target. If the target doesn’t die to that, just use couple of heartseekers. In less than 3 seconds the target can get over 30k damage, unless she dodged it.

Warriors (using eviscerate) and mesmers using (shatter burst) probably come second.

My take on it:
Ranger has the highest sustained damage
Thief has the highest instant damage
Warrior has the highest short-term burst damage
