Every “ding” past level 80 also gives a skill point.
Just keep playing the game. I have earned about 400 SP’s since finishing map completion from leveling.

If I’m not shooting for a Legendary, what can I do with my SPs? Are there any gamble boxes or something useful other than Legendary mats?

You guessed right man… I need for my legendary, I was not sure If I could use the Bloodstone purshased with other toon, this seems to be the fastest way.

The Bloodstone Shard is soulbound but the rest of the items are not and the Gift of Mastery is account bound so you just have to use that character to make the Gift.

Some items (Eldritch Scroll) are used in the Mystic Forge to make Mystic Weapons or other items (Philosopher’s Stone) are used to convert lower level crafting mats to a higher tier material.
If you feel up for leveling a new character, by all means go ahead. However, you end up using those skill points just to unlock abilities. With your main character, you have already unlocked what you want & still playing a profession your already familiar with which makes leveling faster since you can just farm any zone for exp from events; which means all new levels are free skill points you can stock pile for your purchases of whatever you feel like.
Only time you really need to level another character is when u need more “Gift’s of Exploration”
