How do you go about putting a Skin in the TP?

They just items. The very cheap ones like the wintersday skins were easily obtainable due to high drop(and guaranteed) drop rate.

The more expensive ones are from the Black Lion Weapon Traders. You get ticket scraps (or a ticket if you are obscenely lucky) and you can trade them (10 scraps → 1 ticket) for the fancy skins. They are 1 ticket for a skin in their introductory period, and then generally jump to 5 tickets per skin. Fused are 7, IIRC.

You can’t do it with all skins, only certain ones. These are things like the Wintersday weapons or the Dreamthistle weapons which are acquired as skins rather than complete weapons.

Once you’ve used the skin (by applying it to another item) you can’t sell them. You have to choose between using it or selling it, like soulbinding items.
