"Sluggish" controls?
My wife had the same issue. We had to disable her antivirus software. Then it worked just fine.

Hmmm….I don’t have any anti-virus software.
Not 100% sure then. If it just started happening, might wanna check your router/equipment to make sure nothing is fishy. Other than that, you might have just started realizing it. Between my Asus Win7 machine and my wifes Asus Win8 machine, hers seems a bit more fluid when I play on her computer, to where mine is more direct camera movements. I can’t stand it… It seems like my computer responds faster than hers… Maybe play around with your graphic settings and see if any of those can help you out. Sorry that I can’t help that much, but I’m more of a hands on guy.

It happened to me one time! Also I had to dodge super early or else I would get hit. It went back to normal all by itself later …
I don’t know if it’s the same thing you’re talking about, but I took a break for a week or so, came back today, and noticed something in the combat felt off. My attacks weren’t going off when I hit them, even though the button icon on the bar pressed in recognition of activating the skill. What it seems to be is that attacks I try to set off won’t go off if my character is in the middle of swinging his axe. If he’s doing the attack animation and happens to roll into the next part, I have to wait until the end now to use a skill. It’s strange. I’m not saying I used to be able to cancel the animation, but I’m definitely, definitely noticing a change here in the responsiveness of the attacks going off. Often times the only way for me to get the axe 2 attack to go off in the midst of combat now is to mash the button several times to make sure it gets into the queue. Same with my warhorn skills if I’m fighting. I hope it’s something unintentional, because it lowers my ability to respond to situational threats.
Have you tried turning it off and on again?
Where and when are you playing when this occurs? What you’re describing sounds a lot like “skill lag”, where the response from the server that yes, you’ve executed that skill is severely delayed. In general it’s caused by many players in your game area doing things at the same time. Since the patch on Tuesday, lag and culling have gone up precipitously, especially for the big events that everyone flocks to. Depending on what server you’re on, what zone you’re in, and when you’re playing, this may be the answer.
If it is server-caused skill lag you’re experiencing, unfortunately there really isn’t anything you or I could do to ease it; the responsibility rests solely with ArenaNet.
Many problems that I have never experienced before this patch have appeared. I have made no changes on my end. Things not showing (like the lettuce in the field by Beetletun until have been in the field for a few minutes, a message saying I am behind some schools network when I go to wvw, but if I use the gates in Lion’s-no problem, then they work again, dailies being awarded before I have completed 100% as well as those already mentioned. It does lead me to conclude the probs are on anets’ end.
You know, that may be it. The only places I messed around had a lot of action going on, so it could’ve been server-side. I hadn’t thought to test it in low-population areas. My mistake. The dragon fight in Sparkfly didn’t have many people though—at least not that I could see, which I suppose isn’t saying much—but it may’ve been the sheer number of actions and mobs in the zone weighing it down as well. I’m not sure. Either way, I imagine massive changing to some core components once the culling fix goes live in March, so maybe something will improve then. Or break, maybe. Who really knows.
