Smash the town achievement
Despite what the wiki says, my guess is that you actually missed one little tree, or wall, or park bench, or miniature squirrel. Something like that. You have to thoroughly comb the area to get everything.
I got it myself in a partial party, and helped three other people, three different times, get the achievement in a partial party. I seriously doubt there’s a bug.

I’m quite certain Explorable mode is the only mode of the dungeon. Thus why it’s listed as “Explorable Mode (level 2)”. Normally the level dictates the minimum level entrance to the dungeon. And since every player hits level 2 from the starting event, it means you can’t get in earlier. That, and it doesn’t offer a story mode.
What Pinder said. Explorable mode is the only mode for this dungeon and it is definitely possible to get the achivement in it, and with a partial party. (It’s possible it is bugged, but we’ve never been able to establish if that is the case or if people have just missed something because there isn’t really any way to check.)
I recommend using AoE attacks, and making sure you have combed the entire dungeon. Remember to check every little thing – every tree, every bit of building, even things that look too small or you think you’ve already done. I actually found it easier to do when everyone in the party was going around trying to do it solo rather than moving as a group because then you go back over stuff other people have done and might find bits they missed, instead of assuming it’s been done.

Be the one to start the run, however, if you aren’t sure the others will stick around. If the instance owner leaves, you get kicked out too with or without your achievement.

When I did, a couple people I worked with found we could only get it if we did it before the dungeon event was done (before beating Toxx).
We did it after the dungeon. It took some time to find the last tiny tree though.

I got it when I finished after beating Toxx so that’s not needed.
There are times when something has been smashed but it hasn’t been completely smashed. In our parties, when someone needs this achievement, we re-smash things until the achievement pops up for the player in need while searching for hidden mini’s we may have missed.
One area of interest is one or two of the Charr areas has a few tiny items on the ground that are easy to miss if you weren’t using real AoEs to destroy the place.
Head back to the charr buildings and explode the ground until you stop breaking things.
Also, if you enter the instance and no one touches the toy choosing console the events don’t start, so you can jump right into smashing stuff without having to finish the run first or deal with mobs and stuff. It also means you can do it solo if you can’t find anyone to do it with. That’s what I did, took my guardian in with a staff and just walked around; might have been a bit slower since staff only hits 5 targets but it’s coverage is pretty nice if you don’t move too fast.
