Spending old tokens?

I think I read on a patch note after the battle of LA that there will be a special merchant that will be visiting tyria and allow us to spend the old tokens that we have acquired in the living world. Anyone hear or read about it?

I thought it was only for Blade Shards. And it hasn’t happened yet.
