You are correct. Laurel items are generally for higher level-max level characters.
As a word of advice, do not spend any of your laurels now, keep saving them up for later. Laurels are the cheapest way of getting ascended amulets, which cost 30. You can also buy accessories (earrings) with them but are much more expensive at 40 laurels + 50 globs of ectoplasm.
Stick with using blue and green equipment while you are leveling. Save up for the more expensive gear
Also I would recommend checking each of the heart quest givers as you complete the hearts. They will have nice stuff too for leveling, just remember to double check the level range and stats of each item you pick up.
This might sound silly Tempus, but unless you are really lucky you will most likely regret getting those bags. You could most likely rather get the T6 material bags, sell them on the TP and get your equipment that way – NOT that I would recommend that as rare and exotic equipment is not that hard or expensive to come by and laurels is the most gated currency. Just play and have fun for now.

Rouven has it right. Buy up the T6 bags with Laurels and sell them on the TP. You’ll average 1g per laurel. Your 5g will buy you much better gear than what is contained in the gear bag.

T6 mats are more than likely going to crash soon because of the pavillion next week.

Save your laurals for obsidian shards. If you are planning on doing ascended crafting, or going for a legendary you’ll need them. The ascended trinkets can be found as drops in higher level fractals.

Save your laurels for later. You can get earrings with guild commendation, if you have a guild, otherwise they are 40 laurels and 50 ectos each. If you use the WvW laurel merchants, amulets are 20 laurels and 250 badges and rings are 25 laurels and 250 badges each.
So one level 80 character will need 150 laurels, if they don’t use commendations to get ascended trinkets. If you can get commendations it’s 75 laurels.
Then there are the infusions, which are 20, 10 and 5 laurels each.
If you decide at some time you want to do ascended crafting, each weapon type costs 5 laurels. The armor also will cost you laurels for each piece.
I wouldn’t use laurels till I thought it over first and decided if I’m going to completely gear my character and if I’m going to do the same with alts.

Would NOT suggest spending any Laurels until you reach LVL 80. Save them up.

I almost made the mistake of buying those gear boxes with laurels. Then I found the tab with ascended trinkets, rings, etc.
So glad I didn’t spend my laurels on the boxes and got a ring instead!

Rings are not a waste if you don’t do Fractals (much). Earrings however, are a little steep with the ecto they cost. :c
I sPvP, WvW and level alts.
Only done 1 dungeon, and no fractals.
So I don’t see it as a waste. :P
Don’t do it, you can get a mini cat with 75 laurels!!!
