If I moved my Norn to level in the Charr city from level 1, will it come into conflict with the background story choices you make at character creation? i.e. will I not be able to do my background story quests, or will I be too high level, or idk etc etc

It doesnt break anything afaik. Only minor inconvinience is that if you want to play your personal story, you will have to travel back to the Norn area. Level doesnt matter, as you will get scaled down to the level of the quest.

Shouldn’t be a problem at all.

You’re automatically scaled to the level of the personal story instances, just like the zones, so if you are too high level the game will auto-correct it. And what you do outside your story doesn’t affect the story at all, unless it specifically says so (like when you have to do a heart quest to progress).
