Struggling with levelling
It sounds like you are talking about the NPE, New Player Experience. Instead of new stats coming to you with each level, you get them in bunches. This means there are gaps where you are underpowered in relation to mobs till you level again.

If you’re having that much trouble, try going to another racial starting zone – each starting city has a portal (purple swirly icon) to Lion’s Arch, which is a hub – you can find another portal, or asura gate, to each other city. If you go into the starting zones by those cities, you’ll be able to gain experience more easily – you don’t really get punished on your exp by playing in a low level zone.
As far as I know they haven’t changed the down-levelling system at all. XP is still awarded as a percentage of what you need to get to the next level, so you’re still able to do content that’s below your level and get decent XP for it.
Have you been staying in the same area of the map, or moving around to find new things to do? If you’re staying in the same area you’ve probably exhausted all the hearts, skill points etc. and would be stuck repeating the same few events, which would make levelling a lot slower.
If you’re not sure where to go you can turn on the Content Guide (on the options menu, under User Interface) and that will point you towards new things which are appropriate for your level.

Even before the NPE, it typically took more than a single zone to get past a level range because experience rate assumes you do a rather significant amount of events.
You scale down to whatever content you do, and you still get nearly full exp from doing lower level content up to a certain degree. Like an event/heart your level should give 7% of a level. Doing a level 1 heart still gives you 7% of a level until you are 30-40 levels higher than it.
Below is a list with the level range, world region, and zone name. One zone usually won’t get you through the entire level range, so you will need to travel and do a little exploring. Every starter zone is connected to a racial city, and every racial city has an Asura gate that connects it to the world hub city Lions Arch. Travel back to your starter area, go to your race’s home city, take the Asura gate to Lion’s arch, use the Asura gates in Lions Arch to travel to one of the other racial cities, and then travel to a new and level appropriate zone. Once you’ve traveled to the other cities and explored their zones, you can travel directly to anywhere you have already been via waypoints.

or just grind up levels in Eotm(Edge of the mists) and get to 80 in 10-15 hours with a booster
I’d say you’ve made a mistake I often have leveling. Avoiding events and blindly going heart to heart (occasionally with personal story in between). This always ended up leaving me a bit behind the next heart after a while. Solution. First catch up a bit. Completing maps of the cities and might net you a few levels depending on your level and boosters. Also try and hit up some world events on your current map. And there’s always switching maps to fill in gaps if you don’t want to do events on your current one.
