Stuck at lvl11....
Run around exploring the main cities, each node on the map gives a good chunk of exp
you should keep your gear at the same lvl as the area you’re on, if you find that your atks are not as effective as they should be.
If you’re finding trouble with decent gear you should try different weapons.
while lvling I always use a long-range + short-range weapon set so if things get tricky while in short range you can always dodge and use long range while you wait for your heal.
Have you done your Personal Story (green text on the right of your screen)? That one gives chucks of exp. Also, don’t forget you get EXP for anything: gathering, crafting, points of interest (the tiny brown points that become yellow when you run close to one), Vistas (the red triangles), opening up waypoints, ressing other players and most importantly Dynamic Events (the red circles/arrows that may appear on your map). Dynamic Events give more exp than just hearts.
Also, what class are you and what weapon are you using? It may also help to slot in some runes in your armor and a sigil in your weapon.It makes a huge difference in damage output. I never actually tried it myself until I made a Mesmer (my 5th character) that couldn’t kill anything for the life of her – and it actually helped a lot. xD

Have you been doing dynamic events? The ones that show up on the map and on screen in orange?
They’re like quests but they start, continue and finished with or without player participation and you can drop in and out at any time. They give a lot of XP and comprise a lot of the content in PvE so you want to get into the habit of doing them anytime you see one.
Also if you’ve finished everything in your starting zone (including finding all the vistas and waypoints and doing all the skill points) you can go to another level 1 – 15 zone. Go into the city, look on the map for a pink swirl icon and go through the portal you’ll find there. It will be marked ‘Lions Arch’ but at the moment will actually take you to the Vigil Keep. When you arrive pick any of the other pink portals and go through it to arrive in another city with another starter zone just outside.

First thing I do is:
Explore all cities using the asura portals in Gendarren.
Go through the portal in Rurikton to Ebonhawke and do all the hearts/vistas/POIs in the city. Do not activate the skill point at the bottom left, and DO NOT ATTACK THE CHICKENS!!!
Make the slightly perilous journey from Gendarren Vigil Keep to Lion’s Arch. Keep to the paths and RUN if any enemies are alerted.
Once LA is done, go south to Bloodtide and follow the path to the camp there. Do the skill points in that area. Then take the balloon to Lornar’s and get the skill point in the Priory.
WP back to home city and do personal story till I reach my character’s current level plus one, and then finish my starter zone.
A quick, and relatively safe way to get to level 15 in a few hours.

You should never buy weapons/armor from the vendors, check the trading post for gear
