You have a few tools.
In your chat box there is an option for a combat log, which will tell you every single thing that happens in combat, like healing and damage.

In PvP there is an option to review what killed you while you wait to respawn.
Yeah. I’be always been curious about how I died. The damage log in the chat doesn’t show everything and I always get confused by the rare times I go from full health to downed in a couple seconds and nothing indicated to show how.
meh … that is just how high the damage burst are in this game
I don’t think GW2 has ever had a system exactly like you’re describing. Elder Scrolls Online does and I think some other games do too, so maybe you’re thinking of a different game?
But in GW2 the info will be displayed in chat (if I remember correctly it defaults to a tab called Combat but you can customise it). You can also use the wiki to get descriptions of skills and how they work, and if you’re talking about PvP a site like Metabattle might be helpful because that will give you some ideas of the builds your opponents may be using.
