Guild Wars 2

Hello everyone!

So I’m looking to put the Runes of Leadership on my Mesmer for the boon duration however I don’t see them in the Heroics Notary in Eternal Battlegrounds but he doesn’t have them, players also in-game say you can get them through WvW, is this through drops or chests/path rewards?

Do you own Heart of Thorns? It’s a requirement for the third (HoT) tab, where you will find Runes of Leadership. Have you put the required points into the Provisions Master rank?
