Does the final bonus from Superior Runes of the Engineer boost direct damage only while holding kits/environmental weapons, or does it boost condition damage while holding stuff too?

For reference:
1): +25 Toughness.png Toughness
(2): +35 Condition Damage.png Condition Damage
(3): +50 Toughness.png Toughness
(4): +65 Condition Damage.png Condition Damage
(5): +100 Toughness.png Toughness
(6): +7% damage while holding a bundle.

+% damage stuff only applies to direct damage
