It’s a great trait, but it only provides 10s of swiftness per swap (two swaps, if only running one kit); it’s not very long-lasting. For those who don’t mind that level of micromanagement, it does offer 100% uptime, which, I agree, is good.
The OP is trying to figure out a way to front-load the effort and then enjoy swiftness for a while, before having to worry about it.
I believe there’s a limit to how many “instances” of swiftness you can have (think bleeding stacks but hidden). As such, it’s better to have long lasting swiftness applied versus lots of little amounts. The 20s is definitely good, paired with swiftness duration (or boon duration).
I would suggest, if you are just running around in PvE, to get as many points (preferably 30) into the traitline giving you boon duration. The runes will all grant a bonus effect upon getting struck or using a heal skill, so be wary as that may harm your swiftness stacking (only initially).
Using only Sigil of Speed, I have obtained upwards of 4 minutes of swiftness on myself. When I transfer the boon using Signet of Inspiration, it grants only 1m45s of swiftness to allies around me, however that counts as one “instance” and I can constantly transfer it (just under 3 times) in that duration.
For food, I would suggest boon duration food instead.
With Retreat + Save Yourselfes + Symbol of Swiftness as a Guard I can get upto 2m45 of swiftness before it caps out.
However with my GFs Ranger using Swiftness on shouts, she can only get upto 2m15 of swiftness before it caps out.
So the “Invisible stacks” seems like the best explanation =].
I’d say that difference has to do with any Swiftness % increases on Runes or Traits (are there any others)?

Note that with Speedy kits, you can run one kit and swap to the kit and back to your main in a few seconds, then swap to the kit again when Swiftness ends and repeat…..perma-swiftness with one kit….no problem. It is some work work but certainly not Rocket Surgery…..

Esplen is right. I believe it’s around 6 stacks of swiftness you can have at a time. Examples: running over TC will give 1 stack of 10s, standing in SoS will give 4 stacks of 4s each. Once you reach the stack limit, you just stop getting more.
So there is no hard cap, but there is a realistic cap. I believe the highest I’ve seen myself have is about 1m40s. (at 6 stacks, that would be an average of 16.6s per stack)
Let’s see… theoretical maximum would probably be 6 guardians all with high boon duration all yelling “retreat”. +30% from traits. rune of the water +20%. that’s 30s each yell x 6 = 180s = 3m.
