Switching to full server?
I don’t have first hand knowledge with this, but this is what it on the wiki,

If the game refuses to allow them to transfer on the basis that is is full, it’s because it’s holding all the accounts it’s allowed to hold. It’s only until accounts transfers over to a different server that spots open up.
They do this throughout the day but at night, even though less people transfer, the new spots aren’t grabbed as fast as during the day (less people trying to get in) so the spots stay open for a longer period of time. Making it easier to get that spot that opened up, which would be immediately taken during the day time.

Not necessarily. It could only restrict new people transferring to that server, but not guesting because it’s sort of a ‘free test’ kind of thing. Not allowing new people to permanently transfer there to control server population. There is room for both theories to co-exist here.

It’s accounts that transfer, not characters. If you try to transfer an account and the game refuses because the server is full, it’s because that server can not take one more account.
If you guest, your account stays on your home server. It’s not transferred over. Which is why a character can guest to a full account but an account can’t transfer to one.

1. People actually do change servers, so some Full servers become Very High just from people moving around.
(In other words, accounts moving from one server to another)
2. We continuously monitor the World populations and make adjustments, but there is no scheduled update period. It depends on demand for particular worlds and how much people move around and (don’t forget) how many new players join specific worlds.

As both could work together, it could easily just be raising server caps so that more people can play on that server (active population). Active population has already been proven, so there’s not really any point of trying to disprove it. This will be my last post in this thread, as it’s starting to turn into a rather silly argument.
It isn’t active population. Find me a dev post that explicitly states that it’s active population. And by explicit, I mean actual words “active players” or “players currently online”.
Not times when it is best to attempt to transfer to a server that’s full.
Dev’s have stated that it’s based on players who call each server home.
And why don’t they go to low if it’s active population during the wee hours of the morning on the lower tier servers? Why is it only just to very high?
Very high suggests just a small percentage of players moving around or the cap having been adjusted.
Sorry Lazaar, AP is correct. It’s number of accounts that call that server home. Whether they are online or not makes no difference. Only when people transfer to another sever will it become not full.
This is a good thing tho. It’s the reason we are always able to always login without ques because of full servers.
FULL means there are the maximum amount of accounts assigned to that server. An account must LEAVE the server for it to open up to allow new accounts to join it.
Current log in numbers has NO bearing on the FULL status.
Anet has only changed the server population caps a few times and then it was in relation to some WvW tournament seasons. At the same time, they changed the transfer pricing to make it more economical to move to the lower population servers (and more expensive to move to the higher ones).
