why cant they make a arena where we can challenge other player with a real pve build ?

It’s called arranging for duels in WVW, or otherwise going to PVP. There is NO open-world dueling in GW2 currently, and there are currently no plans to implement it.

I’ve certainly always felt THE BANE is a perfect location for a Dueling arena. At this point, I think Anet wants to concentrate efforts on PvE being co-op oriented only.
