Tier 1/2/3
That’s the first time I’ve heard that terminology as well. As far as I recall, there is no T1/2/3 gear in PvE or WvW, nor is anything in PvE divided into T1/2/3. T1/2/3 in WvW refers to the server’s ranking and shouldn’t have much of an impact on how a class plays.
The most I can think of is that they’re referring to sPvP, where the tiers refer to certain tournament levels, and the gear is all cosmetic.

T3 gear might mean tier 3 cultural armor, in some contexts. I guess they could also be talking about the tiers of the Queen’s Guantlet right now, though in that context you’d probably refer more to specific challenges than tiers as a whole.

Oh yeah, forgot about this. This is probably what they mean when they talk about T3 gear. It’s cosmetic, so don’t worry about buying it if you don’t like how it looks.

Most likely cultural armour, which is only cosmetic stuff.
Tier 1 is the cheapest, while tier 3 is the most expensive set.
Basically what everyone else said. Cosmetic only, and race specific. Exotic (orange) is currently the best you can get for armor and weapons. You can get ascended (pink) for all trinkets with laurels, fractals, and guild commendations.
In regards to the T1/2/3 being difficult for some classes, it likely refers to the Queen’s Gauntlet. There are a lot of complaints about the event due to it requiring re-traiting and re-gearing for most classes to participate, and nearly impossible for some classes to complete. T1 isn’t so bad, but T3 is pretty much difficult for everyone. It benefits those who are lvl 80 and adaptable with a relatively disposable income, but for the average player it would be very difficult.
