Guild Wars 2

I haven’t been able to find the starting area for ‘Time for a Promotion’ quest. I proceed towards the green marker but can’t find the quest giver anywhere. There are some walkthrough videos on Youtube but none of them shows how you get there.

I’m asking someone to point me the exact starting location. I’ve been stuck here for a while and I want to get this out of the way ASAP.

You need to get to a sort of elevator a bit south of Memorial Waypoint – it’s a semi-circular structure with a ripply, glowy effect at the center.
