So i’m a massive noob, and I can’t figure out how to reallocate my traits in PvE. I thought you had to buy another training manual, but that won’t work. So now what?

Talk to the training manual Npc, there is a second option with a green icon to reset trait points. Costs around 3s at level 80.

Yes. You only need to purchase a new book when you level up beyond the old one. Changing traits it fairly cheap.
