I know you can do it with other skins and weapons using transmutation stones, but can you do it with cultural?

Are you asking if you can take the rare cultural armor and transmute it onto exotic armor of another stat set? Yes. Just keep the skin.

Yes you can.. My level 40 Norn is already wearing T2 cultural.

No i am sorry i meant from one race to another. So i have an asuran and a sylvari. I want the asuran cultural armor on the sylvair in respect to it being the same armor class

No you cannot. They fixed that awhile back. Since other races could not wear other races armor & ANet had not drawn race armor on different races, some would just end up running around naked.
Like Charr armor on Human would make the Human naked, while Human armor on Sylvari would be acceptable since the models are “Similar” in some cases depending on body chosen at creation.
This is all based on memory of when that happened, didn’t bother looking up the patch info specifically.

Upon transmuting any cultural armor, the "<race> only" characteristic is applied to the resulting gear regardless.
