Since we can’t mail to ourselves, how do we transfer items or gold between characters on the same account? In particular, I have a duplicate dye on one character I’d like to move to another where it’s not.

Simply put it at the bank. The bank is shared between your characters, so you don’t need to mail your stuff or gold.

Bank is account wide and you can put money in it.

Nope, the bank is definitely account wide. Could you explain what you’re doing and what’s happening?

If the items you deposited are soulbound (you can check in their description when you hover over them), that means only the character to which they are soulbound can use them. Almost all weapons or armour pieces will become soulbound when you equip them.

2. Bank is account based. As Olvendred said above, the only items other characters won’t be able to use are Soulbound items.
