Pretty sure it’s an elite skill that you can unlock when you get to level 30.
Ok. So whats the potion for. Says I can transform into a wolf at lvl 10?
Apparently there are 2 ways you can turn into a wolf.
1. Become the Wolf elite skill.
This is exclusive to norn, available from level 30, and turns you into what’s basically a werewolf for 30 seconds at a time:

2. Wolf Tonic
This is a potion which any character can use that makes you look like a regular wolf for 15 minutes:

I’m not sure what you saw that said you could use it at level 10.

Are there mounts in this game or anyway to run faster?
You can run faster just by gaining the Swiftness boon, which boosts your move speed by 33%. Certain classess also have a signet utility that boosts move speed by 25%, which helps if you cannot sustain prolonged swiftness.
You are a thief, so you have access to such a signet. The thief version is called Signet of Shadows.

Ok. Another thing, I bought the heroic edition of the game and I have this miniature Rhylock thingy, is there a way to make him attack or is he just for show?

Mini-pets do not attack or serve any “practical” purpose, no. They just follow you around and look cool.

In WvWvW what exactly do you get to keep? XP only or any kind of gear?
WvW and PvE are linked, so you carry over exp and any gear you get in one mode to the other.

No. What you get at base level is what you get unless you use your “traits” to change it.
As a Theif there is a trait that will extent your stealth time by 1 second called “Meld with Shadows” (2nd Small Hex 3rd line?).
AFAIK Theif does not have access to any range increasing traits other then “Long Reach” which increases your steal (Class Profession #1) to 1500 range. Its VI on the first Big Hex on the last line.

No. There is no way to Increase the Range of a bow with the Theif.
Some of your abilities will improve as you level up. Or more specifically as you get better equipment and spend trait points to increase your attributes.
It won’t increase the range of your attacks but it will increase things like the amount of damage you do, your health and you get extra abilities like doing damage to enemies when you fall from height.
