Is it possible to do the following….

Have a character join one of the orders and buy that orders armor. Then transmute the item to some junk piece of armor. Then trade that junk armor to another character (same account) and let them apply the look to their gear.

Does the transmuted item become soulbound or account bound or neither?

I think if one item is bound to you, so is the resultant item.

Yes, though it may be a bug with transmutation stones. Order armor is soulbound, but you can get around that with transmutation stones. Simply transmute the armor to a piece of junk armor, the resulting piece will say soulbound but it won’t be. That will let you store the armor in the bank and pick it up with another character, who can then retransmute the item for the stats you want. That character should then be able to equip the piece of armor that still says soulbound. As far as I know, the process will rebind the item to the character who next wears the piece of armor though so be careful.
