Transmutation Splitting
If you have already applied the skin to an item then there is no way to make it non account bound so that it’s tradable again. With items now tied into the wardrobe system, it’s extremely unlikely they will ever make this available as it would allow you to keep the skin and sell it too.
The splitters were made to remove expensive skins, such as a Legendary, from an item, while still keeping the skin account bound. Or perhaps to remove sigils and runes. So, imo no chance of you ever being able to give this skin to a friend.

I do not believe a Transmutation Splitter would give you an item you could trade. If I am remembering correctly the items that resulted from a Split were both Account Bound. Once you used the skin, it is bound to your account forever. The only way to have a skin you could trade would be to have never used the skin.
Until the wardrobe update it worked exactly as you described: You applied the skin to an item and then if you wanted to use it on anything else you had to transmute it again – choosing to keep that skin and the stats of the other item.
If you’d used a transmutation splitter you would have gotten back the item the stats came from (with it’s original skin) and a random account bound blue item with the greatsaw skin.
Since the wardrobe update using a skin applies it to that weapon and also adds it to your wardrobe. Then if you want to use it on anything else you have to transmute it again. Basically the same as before but the skin always stays in your wardrobe so you can use it as many times as you want and can’t accidentally lose it.
It has never been possible to get back a skin item once you’ve used it, definitely not as a tradeable version. Otherwise everyone would just use the skin, revert it and then sell it.
If support told you they would give you it back for some reason you’ll have to contact them again and ask (I recommend explaining whatever circumstances convinced them to do that and what they said they’d do, if possible forwarding the email where they said it) but it’s not something you can do in-game.
