Transmute Legendaries w/o losing stat change?
Yea, legendary is a function (color of the name) which won’t go away even if you transmute it.
You could technically have a legendary Iron Sword.
In retrospect, the Mystic forge also completely ignores the transmutations. If you throw in an iron sword, and transmute it Zap, you can’t craft the legendary sword with it.

This is a common sense question, my friend.
Transmuting an exotic item with the skin of a lesser quality item will still retain the same exotic-lvl stats.
Likewise with legendaries.. When transmuting it is only the skin that changes, nothing more or less. You will still be able to swap stats on the go, and even in the item description when you mouse over it, it will show that the weapon is origianlly a legendary <name of legendary> that was transmuted.
I can confirm as I do this with Bolt, one of the legendaries who I feel the effects are too brazen and garish after a while, with parallels drawn to skins such as Volcanus I suppose. I use an exotic skin (though still considerably pricey skin) in place of the Bolt skin. It still retains all other functionalities as a legendary would

It isn’t, because ANet isn’t always consistent about their application of their own rules, let alone “common sense” logic. Plus, “common sense” turns out to be different for different people.
More importantly, while most transmutation mistakes are easily fixed, making a mistake with a legendary could be horribly costly.
Thus, it’s good sense (common or otherwise) to verify the mechanics first, especially since it’s really easy to do so.
I always think of transmutation as being a bit like putting a new cover on your phone.
You can buy covers that make a modern smart phone look like an old Walkman, or a Gameboy, or a Pop Tart or a hundred other things. But that doesn’t mean you can stick a tape in it, play Mario or eat it and equally it doesn’t mean you’re unable to call someone on it or get your emails.
Transmutation is the same idea. It changes what an item looks like, but not what it is or what it does.
