I’m a level 40 Human Guardian. I really want the look of some of the higher level armors, so if I use a transmutation stone or crystal with higher level armor and an armor piece I can wear, will I be able to put the look of the high end armor on my lower armor?

You sure can. I had T2 Cultural on my vari necro from her early levels. The only restriction is that if one of the things being transmuted is 80, you must use a crystal; otherwise a stone will do. Once it is transmuted to low end gear, you can re-transmute all the way back up to 80 as you get new stat gear, using a crystal again once you have 80 stat gear.

An interesting side effect: If you don’t want stats, just a costume, you can put the skin on a blue or white item and alts can wear it so long as they can wear that type of armor.
