Yes and yes. Be sure to use a white item bought from the TP.

Yes I did this with my Phoenix armor set, transmuted it to a white item and passed it to my level 2 (lawl) Mesmer.

Is it possible to transmute the Slickpack to another character? As far as i know there’s no white backpack available in the game (only the Universal Multitool Pack from Engineers).
Would you guys know any way to do this?

Buy a backpack set (not skin, set) off the TP. It should come with a white backpack base you can use.
