Does transmuting still work if I want to move my Anomaly-skin from one character to the next? I used a stone on it and it’s still soulbound, which makes me rather worried.

I think if you want it account bound you need to transmute only the ‘look’ to some other white, keeping the white’s stats, and that ends up making it ‘account bound’. Then you can transmute that resulting item with the other character onto something that has the stats you want.

I think if you elect to keep the stats from the original it keeps it soul bound to the one character?
