Trouble Farming Linen Scraps
Gear, like armor and weapons, are mostly scaled to your actual level. As a level 80, the bulk of your loot drops will still be scaled to your level, with only a small proportion of them being area dependent.
However, stuff like loot bags (e.g. Small Supply Bag) and salvage items (e.g. Frayed Garment) will still be map appropriate, so you can get Linen from those.
Another roundabout way to get Linen is to buy karma armor from merchants in the appropriate level zone, and throw 4 of them into the Mystic Forge. This will give you back one similarly levelled armor that can be salvaged for Linen.
Most drops scale to your level, except for loot bags which are based on the level of the monster that dropped them, except for in WvWvW where they also scale to your level.
If you just need linen scrap and if you have left over karma just sitting around there is a npc in Bloodtide Coast that sells light armor gloves. They are called something like Claw Grabbin’ Gloves, you buy sets of 4 and take those to the Mystic Forge. Dump them in, most of the time they will produce a glove that you can then salvage into linen.
Most of the time though, it’s not recommended to do this unless you don’t want or already have your legendary…or you love karma farming
You want to farm the BAGS of loot in those areas.
(or go farm gold and BUY the proper level loot bags off the BLTP).
Another trick (that also requires some farming) is to go for Cotton (either farm or buy bags). Refine the Cotton to Bolts and promote the bolts to Linen (costs skill points to do this). You need to look at the math on the cost of 250 Cotton bolts vs 20-40 Linen Bolts (usual return from promotion). It may not be worth it (unless you have a glut of Cotton already).

For linen: Dredge in Northern Timberline falls. Drop miners sacks. Full of linen. I’ve gotten tons of linen this way, as well as using the karma method. Happy hunting!

An alternative might be to get a character to linen specific level. Then open all loot bags that are level specific on that character instead of the one you acquired the bag from. For instance, there is a bag you get for completing parts of the personal story. It gives materials and armor/weapons. Save them in your bank and open them on a char that is the same level as that which linen drops and you should get a fair bit from it. Not sure its worth it though.
You want to farm the BAGS of loot in those areas.
Or better yet, farm humanoids with bags AND salvageable cloth scraps in their loot tables.

So perhaps I should be going about getting linen by gold farming from dungeons and then just buying the scrap on the TP, but I was up in iron hills killing mobs to get armor drops, which I then planned to salvage for the linen scrap. But all of the armor drops were level 75+. I was under the impression that the armor dropped would be commensurate with the level of the area, not the level of my character. Am I doing something wrong? Is there a better way to farm linen scrap?

How much karma do you have? There’s a trick to turning karma into linen by buying certain items, throwing 4 of them in MF, then salvaging what comes out. It can be somewhat time-consuming/tedious, but if you have karma to blow, there’s no cheaper/faster way to get it.
