So, I accidentally deleted my mail for the TA. What level do I need to be and, how do I get there?

Afaik, the dungeon path is for lvl 80 only and it’s accessed thru the Twilight Arbor dungeon.

Yup, it’s the level 80 option when you enter and start the dialog in the dungeon.
