Underwater battles?
I’m confused. Are you asking for tips for underwater battles? This forum isn’t for general discussion, but for players helping players.

I love underwater battles, mainly because my group excels at them. But that’s for WvW; for PvE it is a little annoying because you don’t get any of the AOE you get on land. So you miss out on a lot of the combos and finishers that are so fun on land. I almost always avoid fighting underwater, unless there’s a group, because thankfully, underwater damage seems higher than on land. So you clean up mobs quickly.
The only problem is that I’ve had, and seen people say, the exact opposite experience/opinion as you. No one I’ve talked to has said ‘underwater combat is broken’ and I actually enjoy it.
Such is the problem with completely anecdotal evidence.
Wouldn’t say it’s broken, but I’d rather attempt open heart surgery on myself than do another underwater quest.

Arenanet has expressed that you follow the guidelines and forum rules, which you agreed to, before being allowed to post. Clogging up the front page with off topic threads makes it hard to find threads to help those in need of help – which this particular forum’s purpose is for.
That being said, it’s generally easy to kite underwater (once you get the hang of it, although I’m not implying you don’t) as a lot of professions have an escape mechanic, along with dodging, and the ability to (most of the time) out maneuver the enemy. It took me a bit of practice, but after you get good at it, it’s a lot of fun to fight underwater.
