Bit of a dumb question, but if you complete a Story dungeon where you didn’t open/start it, does that still unlock the Explorable dungeon mode for you?

Yep. Completing story on any character unlocks it for your account, regardless if it’s your instance

I believe it only unlocks it for the character who actually played it not for the whole account. I know that’s the way it worked before the patch.

Thats the way it works post patch.
Story mode is still character bound for some unknown reason.
