No. Once an item is soul bound it’s soulbound forever.

Obviously not.

Transmutations are limited to items with skins. Those being back items, armor and weaponry.

I’m quite surprised those tools weren’t account bound to begin with. As this does cause a bit of issue in that regard for those that decide to switch toons.

We’re talking about the same company who had dyes originally account wide, until someone pitched the excellent idea that they could make more revenue by making it per character and pushing “Dye packs.” through the gem store. Same merchandising strategy applies to character soulbound infinite tools. “Buy’m for all your characters, while supplies last!”
