So ive been playing for about 2 weeks now and lurking the forums for a bit longer
and I have a question, I cant find an answer for.

Im not in front of my game atm so I don’t have exact stats but that’s not the question, so
I hit lvl 14 last night, and bought some green items off the TP. They have a relic attached to them, one of them is.

Minor relic of the lich, ( 1 / 2 )
(1) +10 to some stat (which is highlighted blue)
(2) Some other bonus (which is grayed out)

How do I upgrade the armor/weapon to get both bonuses

You need to be wearing two items with the same rune in it (up to 6 for superior runes).

can i drop another rune onto the armor to change the rune ?
they were all masterworks crafted green items.

You can replace one with another, but the first one is destroyed. Or you can salvage the armour in which case the armour is destroyed and you have a chance of recovering the rune (unless you use a black lion salvage kit, which guarantees the rune survives). But minor runes are cheap, so replacing one shouldn’t matter.

Yes, you can. Buy a rune you like, apply it on your armor, and it will replace the old rune. If the rune is Minor, if you buy two identical runes and put them on 2 pieces of armor, you get both bonuses of the runes.

you can also transmute the rune from one armor to another
