Yup, as was said, you can pick stats, upgrade it, and then pick stats again. Just make sure you don’t transmute another skin onto it.

That note was a half truth when the spinal blades first came out. Now it is just a complete lie. It used to be possible to get into a situation where it was true with the old transmutation system. It is no longer possible to get into that situation with the new transmute system.
In the old system you could run into that problem if you kept the spinal blade skin but used a different item for the stats. Putting a different skin on the spinal blade doesn’t matter because the forge still treats it as the same item since it is still the same item id. This is easily seen by interacting with the forge while having any reskinned item in your inventory.
Well I haven’t taken the risk, nor is there any mention of this being true on the wiki. So for the brave, they’ll have to take your word for it.
Regardless, it’s pretty pointless to reskin anyway if you plan to evolve it further.

I can confirm khisanth’s observation: you can transmute the intermediary packs and the forge will still recognize them; the note is a leftover from a previous system.
That said, I agree with Evans’ advice: there’s not very much reason to risk taking the word of two strangers, even if we are both reliable forum veterans. The non-exotic versions have limited utility and lots of temporary alternatives, plus back items add relatively little to your stats.
Instead, just set the pre-final versions aside until you have enough shards.
Confirming each time you upgrade it you can rechoose stats. Last upgrade is infusion, be careful then. Lose any upgrades slotted in the process as well.
Also confirming transmuting has no affect on upgrading. Recorded doing so a while ago but can’t find the file, seems to have been deleted. May do so again when I make another or infuse the last one though that will be a while. It’s only two transmutation charges lost at any rate as you can swap the skin back.
On a related note don’t infuse the Tempered Spinal Blades. Colour it first or colour and upgrade at the same time as you save 250 ecto. That is unless you already infused it and want to re-choose stats, in that case the ecto are already gone :/ .

Yes, that’s great advice (which I didn’t realize; I ended up spending a lot of ecto to get all the colors — if only I had known then).
