Since sharing macros is considered infraction worthy, utilizing one would probably be frowned upon as well.

You may be able to achieve what you want with a programmable keyboard (e.g. Logitech’s G13 or G19 keyboards).
This route isn’t a “game hack” nor does this modify the game or modify/manage game memory/logic and as such is likely nothing Anet can do to you.
Computers are good at repetitive tasks…alot of peoples wrists and hands no longer are. Simple fact. Another simple fact – there are ALOT of macro keyboards and mouses out there, many specifically designed for MMO play. They are used to cut down on the repetitive nature of mmo play, which saves wear and tear on peoples joints and computer input devices.
If anet has a problem with this…well…that is pretty silly of them and would not be good PR to limit devices that help older players or injured players…or even just players that dont like imitating trained button pressing monkeys…play their game.

They simply automate the repititious tasks the game requires and can allow people to reduce the stress on their wrist by anywhere from 50-80%.
If anet wants to come out differently, well…that would be “interesting”.

The problem is there’s a fine line between a macro and a bot. The software that came with my Logitech G400 is more than enough to let me set up a macro that tabs to an enemy, executes an attack chain, loots and repeats the process until I tell it to stop. Which would be botting.
No it wouldn’t allow me to play better than someone else (in fact it’d be a lot worse because it wouldn’t be able to react to what was happening) but it would give me an unfair advantage because I could set it running and go do other things while it farmed for me.
Anet’s rule, as I’ve heard it described, is that key bindings, macros, whatever need to be 1:1. If you push one button and it executes one action then it’s allowed. If it does more than that then it’s against the ToS.

So a friend and I use the Warrior’s banners for the skill 3 which gives swiftness to get around the map, but if you set that skill to auto-cast, it doesn’t if it doesn’t have a target. So I was wondering if it would be allowed to set up a macro that would toggle, and that would ‘press’ 3, wait for the cooldown, then repeat. It would abide by the “one key = one action” rule, since all it’s doing is auto-casting without a target, as far as I know.
Though I don’t see any practical exploit to arise from your particular use, you’re having it work in an automated loop and thus are not abiding to one key = one action. Repeated actions are still actions (plural).
