Viper's prefix?
Its accound bound, you have to make it by yourself

For example here you see its acc bound (scroll down to viper)

Viper is only crafted or (very rarely) dropped by certain chests, wvw rank up ones for example.
To equip alts I usually go to a temple and buy some exotics for karma. Grent in Cursed Shores is a good one since it gives you berserker stats.
Once you’ve the stats you need use the wardrobe to adjust your looks as you see fit.
- Edited: no rank up chests for viper’s, they may drop after Tarir’s meta

I am pretty sure that wvw rank up chests have 0 possiblity of dropping viper stat gear as it its HoT exclusive.
The price differences you see are often a result of;
1. Price differences in materials required to craft it
2. How high the demand is
3. Both of the above
Gear with meta stats (typically berserker or assassin) have higher demand and therefore a higher price.
DPS Benchmarks, Raids, Low-mans etc.
My fault, recipes are in Tarir’s meta only.

Ps: just in case, you can use the mf to change stats if you eventually drop another set. Prices on tp are quite low

Only for Ascended! OP never specified rarity, but were looking on TP, thus Exotic. Exotic can not be stat-swapped.
You can also run the HoT story with multiple alts up through Bitter Harvest and select https://wiki.guildwars2.com/wiki/Box_of_Viper's_Gear as a reward each time.

This works, I made a complete set of Exotics for my main doing this.
Thank you all for the replies, I was able to get my leatherworking to 400+ and craft viper gear for my Ranger. Man, that was an expensive venture even with having a decent chunk of the mats. Not sure it was worth it economically speaking but it was fun. Thanks again
