Wardrobe transmutation question
I haven’t tried it with order armor specifically but it works with other skins.
For example I accidentally bought a shield skin from one of the WvW merchants on my ranger. The actual item is useless because it’s soulbound to her and she can’t use it, but just getting it into my inventory unlocked the skin in the wardrobe which means my other characters can use it.

I don’t see a reason why it shouldn’t. Even if your character can’t use the item, the skin still becomes unlocked.
I’ll give it a shot just because. I didn’t want to waste the gold if it wasn’t possible but what the heck.

Yes, the skin becomes unlocked for your entire account, and any appropriate class (e.g. light classes for light armor) can wear it.
As far as I know, the only limiters are armor class (light, medium, heavy) and race. Cultural armors can only be worn by their specific race, even if it’s unlocked.

But that only applies to using the skins, not unlocking them. Any character can unlock any skin.
Except possibly racial armor. It’s been a long time since I tried but if I remember correctly you can’t even attempt to buy them if your character is the wrong race.
