Howdy! Is there anyplace besides the now inaccessible Crown Pavillion where one can get the weapon skins that these buy?

The emmisaries sold two kind of skins for sprockets.
1: The sovereign skins: Those are currently not available in the game
2: They also had their own cultural skins available for silver and sprockets. So for example, the ebonhawk guy sold vanguard weapons. those where always available (and still) for karma in the town they are from.
