Using a weapon on each hand allows for the use of two sigils or upgrade components. It is obvious that you can use two sigils from different families such as Always-On 5% damage (Sigil of Force) with 3 Stack Might on Weapon-Swap (Sigil of Battle). It is also well known at this time that you cannot double up with say 2 Sigils of Force for 10% damage increase, or have stacking Bloodlust and Corruption. My question is whether you can use two Sigils on Weapon swap anymore. In pvp I ran Sigil of Battle and Sigil of Energy and seemed to notice both trigger with swap. I don’t see that happening anymore, so I was wondering if it is a bug now, or if it’s not supposed allow both to trigger even though they are different bonuses.

They would have to be on different sets since doing a swap will trigger the cooldown and cooldowns are shared.

Let’s give you a setup:
MH: Sigil of Battle.
OH: Sigil of Hydromancy.

2H: Sigil of the Geomancer.

Say you’re on your 2H weapon and you weapon swap to your MH/OH set.
The Sigil of Battle will proc putting Sigils on cooldown.
The Sigil of Hydromancy will try to proc, but Sigils are on cooldown.

Now, you wait for the weapon swap cooldown, which is the same as the Sigil on-weapon swap cooldown (9 seconds) and then you swap to your 2H weapon set.

Your Sigils are now off cooldown, so the Sigil of the Geomancer will try (and succeed) to activate.

A rule-of-thumb I follow:

All OH weapons slotted with Always-On (usually 5% Accuracy)
All MH weapons slotted with On Crit (usually Strength)
All 2H weapons slotted with On Swap (usually Battle)

One exception is my guardian staff, it has a Fire sigil.

Here is how I use them on my ranger:
I like stacking might cos I share the boon with my pet. For some PvE content I run dual bows (LB/SB) both with Battle sigils, and continuously swap between them when weapons skills are on CD. By the time weapons swap option is active, the Battle sigil internal CD is done so I can keep stacks of might and fury up on both me and the pet.

When doing general PvE roaming, I run axe/axe and sword/dagger (or warhorn). I do not weapon swap that often, so prefer to keep might up through crit attacks

I generally do not mix longer sigil CD weapons with short CD sigil weapons. For example, I try to avoid running shortbow with sword/dagger.
