I have trouble understanding the tooltips for Weapon Skills. So here are my questions:
In the upper right hand corner, if there’s a clock, is that the cooldown? Also, what is the circle with a circling arrow inside? I actually used to know these, just returned to the game and completely forgot.
One thing I always struggle with is understanding the damage a particular weapon skill does. I get the ones that have 3 tool tip squares (you’re doing each one, in order). But when something says for example Damage (8x) 1,216, what does that mean?
8x to equal 1,216? or 1,216 dealt 8x to the target?

The clock is the activation time (in seconds), the circle with the arrow is the cool down time.
The second part of your question, how much damage skills actually do, isn’t easy to answer (which is probably why no one has answered) because there are a lot of different factors involved. I don’t have time to write a full response now (and I’m not sure I know myself) but the wiki actually has some really good pages on attributes, stats and things like damage calculations which should explain it.
